Program

After the introductory remarks by the Dean of the Department of Legal Studies, Prof. Federico Casolari, and the Head of the Alma-AI Research Centre, Prof. Antonino Rotolo, the first roundtable will offer a systematic reconstruction of the regulatory trends currently reshaping EU cybersecurity law, including the growing reliance on reactive governance mechanisms, and examine how these developments fit within the Union's broader efforts to streamline its digital regulatory framework. The discussion will therefore move beyond legislative proposals (e.g., CSA2 or the amendments to the NIS2) to assess the direction and coherence of the emerging regulatory model.
The roundtable will combine doctrinal analysis, practical expertise, and institutional insight by bringing together three speakers: Irene Kamara (Associate Professor at Tilburg Law School); Paolo Balboni (Founding & Managing Partner at ICTLC - ICT Legal Consulting); Stefania Ducci (Head of EU Affairs at Agenzia per la Cybersicurezza Nazionale).

A keynote, from Prof. Monica Parlmirani, will explore the main cybersecurity challenges of parliaments. 

The second roundtable (in Italian), chaired by Professors Raffaella Brighi and Marco Prandini, will explore how EU cybersecurity law can be translated into operational practice through legal design, risk management, regulatory sandboxes, and ontology-driven automation. The discussion will bring together insights drawn from cutting-edge research and multidisciplinary projects, with contributions from several speakers.
