The general objective of the SMART project is to contribute to building more aware and competent territorial communities, which know how to respond promptly to the variability and speed of social, economic and cultural processes, with a view to protecting social cohesion, through the promotion of knowledge that communicates with each other. and the development of “resilient” projects, able to withstand the impacts and shocks of the system. The aim is to improve the adaptation and integrated response capacity of the public services system, which must reposition itself and reorient itself, given the changes that have occurred, even in the presence of a reduction in the possibility of accessing dedicated and specialized services. The objectives are therefore the qualification and rationalization of the current system, in order to facilitate the access paths and take charge of foreign citizens and optimize the resources available.
